We’re pleased to share this event on elder financial exploitation.

In recognition of World Elder Abuse Awareness Day, this panel highlights the efforts to combat financial exploitation which are intensifying as awareness grows around its prevalence and impact. Strengthening these efforts requires a combination of preventive tools, early detection strategies, and coordinated responses across sectors.

Panelists examine practical tools designed to safeguard individuals’ financial well-being, including powers of attorney, conservatorship arrangements, and the use of trusted contacts. The discussion highlights how these mechanisms can be used effectively, and addresses their limitations, potential for misuse, and the importance of oversight and accountability.

NASAA’s Senior Issues Committee Presents: Scam Susceptibility: What Factors Increase One’s Susceptibility to Scams

This webcast featured speaker Dr. Marguerite (Marti) DeLiema, Associate Professor in the School of Social Work at the University of Minnesota. Dr. DeLiema addressed scam susceptibility and what factors increase one’s susceptibility to scams. She was joined by Andrew Hartnett, Co-Chair NASAA Senior Issues Committee, Deputy Commissioner Iowa Insurance Division.

Dr. DeLiema focuses her research on the factors associated with increased vulnerability to scams and fraud as well as on the effectiveness of consumer education messages to prevent fraud. This presentation will focus on the factors Dr. DeLiema’s research has demonstrated affect consumer’s scam susceptibility, including factors that increase consumer’s resilience.

NASAA’s Senior Issues Committee Presents: International Approaches to Stopping Scams

International criminal gangs are focused on perpetrating scams to steal money from the middle class in developed countries around the world. As Interpol secretary-general Jurgen Stock has said, “Driven by online anonymity, inspired by new business models and accelerated by Covid, these organized crime groups are now working at a scale that was unimaginable a decade ago.” This presentation explored both the current threat landscape as well as the ways in which certain countries have adopted policies to fight back against the criminals perpetrating these scams and fraud.

NASAA’s Senior Issues Committee Presents: Protecting Older Investors from Scams

This webcast presented three learning segments. In the first, we discussed an early-stage effort by Edward Jones to use data points from previous fraud victims to predict which current clients may be vulnerable to exploitation. In the second, we discussed empathetic and empowering communication techniques used to help overcome the fear, shame, and other emotions that prevent victims from acknowledging that the person at the other end of the line is a criminal. In the third, we discussed the progress of the Scams Against Older Adults Advisory Group what the FTC has learned in response to the Stop Senior Scams Act.

NASAA’s Senior Issues Committee Presents: Behavioral Research/IA Systems and Solutions

This webcast featured two learning segments. In the first, we presented research about the effects of gamification, digital engagement and the recent volatile market environments on investor behavior. In the second, industry experts discussed systems and solutions for Investment Advisers encountering senior and vulnerable investor fraud, including how to construct and manage systems to mitigate harm and execute quickly when needed to stop abuse or exploitation.

NASAA’s Senior Issues and Diminished Capacity Committee Presents: Securities Regulators and Adult Protective Services Agents Speak

This, webcast featured knowledgeable securities regulators and adult protective services professionals who work in the trenches to combat at-risk investor abuses. Our guests discussed the issues that they confront and the methods that they use to mitigate exploitation.

Our panel highlighted new trends that they see, enforcement work to stop the frauds, multidisciplinary teams working at the local, state and federal level, training and education initiatives and more. They also examined how the SEC, FINRA, the states and APS agencies work together, and separately, in this space.
